Knowledge represents one of the most important pillars of comprehensive and sustainable human development, and it requires members of society in all its categories and components to engage in the processes of knowledge transfer, settlement, employment and production, effective knowledge management enables the state to build new generations of citizens with the capabilities to deal with educational patterns based on creativity and innovation.

the basis in knowledge progress and knowledge wealth, and thus the knowledge based economy, are the workers in the knowledge sectors, where knowledge represents the added value and competitive advantage in the economy.

therefore, the trend towards a knowledge-based economy has become an imperative for the continuation of societies and the progress of countries.

the large and successive developments in communications and information technology, and digital transformation in various sectors have prompted countries and institutions to take serious steps towards transitioning to a knowledge based economy, prompting many international and regional institutions to try to develop many indicators to measure the impact of international, regional and local experiences.

from this standpoint, this study comes to shed light on the importance and necessity of having indicators to measure the trend towards knowledge societies and the knowledge-based economy.
