The research aims to study the rules of environmental protection, responsibility of all kinds, environment, development, human rights, pollution and its impact on human life and the environment in general, the present and the future environment as a result of past and present breaches of the environment as a result of industrial projects completed in developed countries and other various pollution factors.

through exposure to the most important legal issues discussed by the most important international conferences related to the environment, most of the scientific reports associated with them, starting from the Stockholm conference until the Paris conference on climate change in 2015, lead us to note the prominent and clear disagreement between the theses of the industrialized state, whose environmental problems lie in pollution the environment and the machine’s control over humans, the poor countries that suffer from underdevelopment and the various environmental problems that have affected their economy and development.

the problematic of this topic revolves around the issue of responsibility for the legal protection of the waters of the Arabian gulf and its place in the law of current international relations in light of the changes and wars that the world has witnessed, in light of the tremendous development in industry and various technologies.

based on all this, the question arises : are there plans, programs, and political and legal deterrents in the law of international relations that achieve effective environmental security that provides protection, prevention and care for the environment from various and diverse pollutants, and that enables determining the international responsibility entrusted to the people of the international community in their various developmental, economic and political relations ? what is the role of the institutions that follow up on environmental damages, follow up on environmental crimes, and identify the administrative and judicial bodies that follow up on these environmental mistakes and crimes ?
