In the light of information and communication technology impact on government sectors, political behavior is related to communication and technical behavior.

This study aims to highlight the contributions of information and communication technology in shaping governance, by studying justice modernization as a model in Algeria.

Which is summurized on the embodiment of the state of truth and law, combating corruption and accountability, which can only be achieved by ensuring rational leadership and working in a flexible environment.

Achieving governance requires focusing on the technical factor and the human element, as well as the environment and integration in between them.
