international criminal court as universal judicial panel work forstrugling and repressing internation crimes classified amoung mostdangerous crimes, it can not achieve this assignements alone but shoud be asupport and cooperation from countries to reach the efficacity expectedfrom investigation step to the execution of court decision, when we talkabout cooperation, we find all countriesbounded by cooperation whether they are members in the court or not, sorome statute obliged the members to cooperate with international criminalcourt clearly, the preamble in the second paragraph asserted importanceof this principle to get aims that international crim, also duties fall upon countries to face basically countries members in romestatute, sometimes it claches with non members contries from this point it isobliged to deal according refer to council and nonmembers statesagreement with court so both merbers and non members countries arecoerced by the court.
