It is no secret to anyone that information and communication technologies have become today one of the driving forces that are very reliable for the success of social and economic development programs, whether regional or national, and in all sectors of activity.

In it and its circulation, as it became a necessary requirement that had repercussions on the various administrative systems.

Despite the difficulties that Algeria faced in its transformation project and occupying unacceptable ranks within most global indicators, it has strived to reduce its digital divide, which is what we reached in our study through the material capabilities and human competencies that it harnessed in order to digitize the economy and public administrations.
