these concepts are common and spread within the framework of what the world knows of changes in prevailing concepts, the concept of civil society has emerged by linking it to a range of international and regional variables, namely economic liberalization, individual enterprise and away from central planning, along with policies related to democratic transformation and the decline in public expenditure by governments, the current developments have proven its importance as a mechanism for achieving development in all its political, economic, environmental and social principles, which are considered as a means and a goal at the same time to maximize the investment and development of citizens' efforts in society and to ensure their continuation and development in education, training and practice to play a more effective role and positive.
