therefore, experience has proved infectiveness of the confiscation and recovery of these illegal proceeds, so used the precautionary measures has become imperative to prevent the offender from disposing of these proceeds of corruption during the investigation and before trial until the issuance of judicial order or adjudication prove the contrary.
