Deterioration is a threat to the stability and security of societies, it is reflected in moral values, justice, equality, sovereignty and law, this leads to destabilization of public confidence and hinder sustainable development programs.

The gravity of deterioration lies not only in the fact that it is an activity that causes illicit gain to some, but the real danger of deterioration lies in its being a form of organized crime and in its association with other forms of crime, deterioration is no longer a local issue that can be faced with specific laws and measures, but it has become a non-national phenomenon affecting societies and economic systems at the regional and international levels, this has led to concerted efforts among countries to face this phenomenon.

Algeria was also interested on confronting – deterioration phenomenon- by the creation of an independent law to combat deterioration crimes.

Law 06-01 concerning the prevention and control of deterioration, which provided for many crimes, from which we choose from them: Bribery and Favoritism offense crimes defining its elements, and the penalties imposed on them.
