The subject of small and medium enterprises is one of the important topics in economic studies, which plays a pivotal role in its economic and social aspects, given that most of its interests are focused on investment projects.

there is a consensus on the importance of the role played by this sector and its positive impact on income development and its contribution to the GDP, creating job opportunities and increasing savings.

however, many studies and experiences have proven that many of these institutions did not perform their required role and did not achieve their desired goals.

where the study aimed to try to identify the reality of small and medium enterprises in the state of Saida and the role played by the national fund for unemployment insurance through these projects in providing job opportunities, reducing unemployment and achieving development and economic progress at the local level.

the study also revealed that small and medium enterprises in the state of Saida suffer from some difficulties and unenforced laws that ultimately lead to failure and bankruptcy in many cases.
