This research paper aims to present the milestones of the e-transformation journey of the government in Qatar, which has transformed and developed from electronic to smart form; So that the various theoretical and intellectual concepts of the concept of smart government and its importance in the development of electronic services were reviewed, and the most important main directions of the new Qatar digital government strategy - the Qatar Smart Program "TASMU" - were presented.

The data required in order to reach a deep and comprehensive understanding of the nature of the phenomenon studied.

The study found that the transformation from e-government to smart government does not take place through a single step, but rather takes place through several interconnected and homogeneous stages, which has made many countries unable to achieve their goal of transforming their governments into smart governments, while many of them still fluctuate between the early stages due to There are many challenges and obstacles that prevented this.
