Among the signs of instability in the structure of the global system, we can mention the declining ability of great powers to prevent conflicts or to push towards pacific resolution of ongoing conflicts.

in a world described by many scholars and analysts as an Apolar world, the internationalization of the Moroccan Sahara issue for more than forty years did not bring any solution.

moreover, the latest developments has made this artificial conflict a threat to the security and the stability of the Maghreb region, especially under the shadow of international terrorism threats.

this paper seeks to unveil the factors behind un failure in the Sahara issue, and to construct arguments for a regional resolution.

starting from the basic premise that the united nations cannot be a substitute for the parties, and that at the present time, and in the light of geo-strategic transformations unfolding in the middle east and north Africa, the international system is not the appropriate framework for a political and fair solution to the Sahara issue.

the verification of this hypothesis will lead us to expose arguments for the most appropriate framework of conflict resolution which is the regional framework, especially under unprecedented security risks faced by the whole region.
