this is evident in its underestimation of political participation as a mechanism for the circulation of power and its distinction from the administrative conditions for public management, meaning the difficulty of combining two opposites that differ in reference and the quality of functions, as political democracy is linked to electoral legitimacy and political representation to manage public affairs, while governance is closely related to the private sector which is related to the science of business management, and market economy.

functionally speaking, they can represent an added value for public action through procedural approaches aiming to mitigate the authoritarian tendency that overwhelms public management for improving the productivity of public facilities and the transition to devoting leadership and direction in managing public policies.
