Abstract EN

The relatively modest results achieved by development plans and programs led to a reconsideration of the classic concepts of development that depended on a central role for the state and whose effects did not reach the local and grassroots levels.

this prompted the search for other approaches and policies concerned with developing human capabilities, encouraging participation at the local level, and focusing on satisfying the basic needs of citizens.

in this context, new approaches have emerged, such as empowerment, popular participation, sustainable development and access to the poorest groups.

the current study aimed to determine the importance of planning by participating in planning for local development, while monitoring the obstacles that prevent the use of participatory planning in sustainable community development, through a sample of 115 he is a member of the local popular councils in the cities of fayoum governorate.

the results concluded that participatory planning enhances citizens' ability to express their needs and think about their living conditions, in addition to developing their ability to negotiate in order to find solutions to local development problems.

it also provides members of the local people's councils with the actual needs of the residents of the local community, through what it provides an information basis for development plans in a way that contributes to formulating development policies more related to their needs and evaluating the effectiveness of services provided to citizens in the local community.
