Abstract EN

The construction licenseis one of most important authorizations of urban activities throughwhich the competent administrative bodies simplify their control over building and urban activities, and without which one can not create modern and civilized towns, but on the contrary they remain anarchic ones that spoil life of their residences.

and in view of their importance, the Algerian legislator has strived to reorganize its provisions by issuing the executive decree n°19/15 of January 25 January 2015 fixing modalities of elaboration of urban acts and their delivery thanks to which the legislator has tried to stipulate reasonableperiods to deliver them and facilitating their obtention measures with the creation of the unique window as a new mechanism enabling the speed up of the files’ study , and this is in fact what we have talked about in this study.
