The territorial field constitutes an environment for the intervention of a group of actors, from civil society, territorial groups, representatives of the central authority, elites, economic partners, residents, cultural, geographical, historical peculiarities...

this system of actors imposes the updating and improvement of participatory mechanisms in local decisions, since despite the legal and constitutional development of the kingdom, a number of official studies point to the limitations of participatory democracy at the territorial level, and call for practical mechanisms for its work in line with the stakes of the Moroccan development model.

among the most important challenges at the level of practice, which impede the work of participatory democracy, are the legal texts themselves, as the conditions contained and guaranteeing the right to participate in local decisions, instead of making it easier for citizens to engage in managing public affairs, have prevented in a certain way from a broader opening of the participation process.

therefore, we said at the beginning of this article that the issue of territorial democracy is a matter of preliminary evaluation, rather than a matter of continuous betting, an evaluation that links the law to practice, and stands on the limits of the legal text’s adequacy of the reality of participation.
