The study of public spending occupies an important place in financial studies, as it is one of the important tools that the state takes to address many problems, public spending reflects a clear picture of government and state programs in the form of figures and appropriations, and it has become dependent on public spending to achieve economic well-being, this is because the level of economic well being is not related to the level of consumption only or to the amount of available income, but rather to the method of distributing income that gives the greatest satisfaction and persuasion to society, if the existing distribution of income and wealth is not acceptable by the members of society then the state must intervene in order to achieve justice among the members of society, which is one of the objectives of the study of public spending is to achieve the economic social and security dimension here this study is considered important as a tool used by the state to achieve the fairness of the desired income distribution in view of sudan and its huge resources represented in arable land ,abundant water and manpower however, these resources were not well exploited as the general trend of public spending was upward affected by the general rise in prices here come the results and recommendations that necessitate the continuation of public spending policies to reach logical and acceptable justice in the distribution of income and wealth, the researcher used the analytical and descriptive approach to reach these results and recommendations, because the sudanese economy has been suffering from a continuous deficit since 1977 ,the trade balance did not achieve a surplus except in the year 2005, due to the signing of the comprehensive peace agreement and the cessation of war in souther sudan the economy stabilized during that period, which helps the study process and achieves the hypothesis of expectations.
