The year 1951 was a turning point in the economic history of Iraq after the law of equal profits was agreed upon with the monopolistic foreign oil companies, and the foreign companies began to enthusiastically support the project of establishing the Reconstruction Council with the aim of activating the role of the monopolistic countries’ companies in the reconstruction of Iraq in all sectors in order to recover what is It missed profits as a result of the Profits Equality Law, and this study covered the period from 1951 - 1958 in two parts, the first since the establishment of the Reconstruction Council 1952 until 1955, which is the period during which the Reconstruction Council was established and the development of its economic programs and the assignment of foreign companies and economists to develop surveys for the needs of Iraq, then This was followed by the period from 1955 to 1958, which is the real period of the programs that promoted the economic and urban reality of Iraq, and through the emergence of the role of foreign companies in the programs of the Council of Ages, in which foreign companies acquired more than 90% of the amounts allocated for reconstruction from oil revenues.
