Abstract EN

Objective : The study aims to shed light on the concept of Japan's dominant strategic culture and its stance on changes in Japan's security policy, as Japan's decision-makers are seeking to adopt a new security policy that keeps pace with the regional and international changes in its security environment after the end of the Cold War, represented by the rise of China besides North Korea's missile threats; however, Japanese public opinion considers these changes a violation of the principles of the Japanese constitution and the strategic culture of Japan which is characterized as an anti-militarism culture.

The study used the System Analysis Approach to analyze the impact of internal variables (the political elite, political parties, and public opinion), in addition to the external variables represented by the regional and international security environment, and the transformation process represented by responding and interacting with internal and external variables in order to reach the outputs adopted by the political elites.

Results : The study concluded that the strategic culture of Japan is still characterized by the anti-militarism stance at the present time, and despite its influence on security and defense policies, the political elites have succeeded in creating a new security identity that adapts to external changes.

However, this doesn't mean that strategic culture will remain peaceful in the near future, but it may become more flexible in responding to external threats in case Japan faced an external shock.

This shock may be represented by more aggressive actions from China or North Korea.
