Abstract EN

This study aims at monitoring and analyzing the phenomenon of foreign funding by international institutions and foreign countries for educational programs and projects provided by NGOs and civil institutions.

the study discusses the following dimensions : the reasons for their financing Initiatives, the negative and positive effects of foreign funding on deucation, the impact of foreign funding on the continuity of NGOs and civil institutions in providing educational programs and projects, and determining national alternatives for funding these educational programs and projects.

findings indicate that foreign funding has lead to creating educational dependency on the foreign financier, relying on foreign scholars in the development of education, creating a generation of educators whose personal monetary interests relates to the foreign financier, spreading the culture of peace, according to American and Zionist definition, among students, and the alienation of these organizations' activities from the community's concerns and issues.

the study argues that there are some other alternatives; the most important of which is to rely on the network in between NGOs and the educational institutions to allow the exchange of experiences in the field of financing education, encouraging the reliance on the endowment, depending on donations by private companies, and the establishment of a national educational body to monitor the foreign-funded educational programs.
