اختص هذا البحث ب (البلديات في مراكز الوية بغداد و الكوت و ديالي) وقسم الى محورين تضمنت الأول الحديث عن (بلديات مراكز بغداد والكوت)، إذ تعرض الباحث في هذا المحور إلى تاريخ تأسيس هاتين البلديتين الذي يعود إلى العهد العثماني المتأخر و ما قامت به من أعمال عمرانية، فضلا عن ذلك تم ذكر كوادرها و أعضاء مجلسها في هذه المدة، إذ تشكلت أمانة العاصمة عام ١٩٢٣ في بغداد من مجموع بلديات المركز التي كان ضمنها مدينة الكاظمية و تناولت الدراسة المشاريع و الكوادر و الواردات و مصروفات و المنح التي حصلت عليهما البلديتين، فضلا عن ما أنجزته البلديتين في مجال مشاريع الكهرباء و الماء و ماحققته في إنشاء مشروع المجاري لتخليص السكان من المياه القذرة التي كانت تسبب لهم الأمراض.
و في المحور الثاني الذي حمل عنوان (بلدية مركز لواء ديالي) تم الحديث عن بلدية بعقوبة مركز لواء ديالي و التي تأسست في عام ١٨٨٢ في العهد العثماني ثم جرى الحديث أوضاع البلدية في عهد الاحتلال البريطاني و في مدة الدراسة من ١٩٢١ 1958 و الحديث عن مايخص البلدية من كوادر و واردات و مصروفات، فضلا عن أملاك البلدية و الأعمل التي قامت بها البلدية في مجل الكهرباء و الماء و تبليط الشوارع و غيرها.
Abstract EN
This study dealt with (municipalities in the centers of the districts of Baghdad, Kut and Diyala).
it was divided into two axes that included the first to talk about (Municipalities of Baghdad and Kut centers) in this axis, the researcher presented the history of the establishment of these two municipalities, which dates back to the late Ottoman era, and the construction works that they carried out, in addition to that, its cadres and council members were mentioned during this period.
as the municipality of the capital was formed in 1923 in Baghdad from the total of the municipalities of the center, which included the city of Kadhimiya, and the study dealt with projects, cadres, imports, expenses, and grants obtained by the two municipalities.
in addition to what the two municipalities have accomplished in the field of electricity and water projects, and what they have achieved in establishing a sewage project to rid the residents of dirty water that used to cause them diseases.
