The current study aims to test the effect of skillful leadership on the strategic risks of a sample of brigade leaders (21) popular mobilization, and for the sake of achieving this, a one-dimensional scale was adopted for the strategic risk variable, and the skillful leadership scale, which consists of the dimensions (vision, self, affiliation, altruism), The problem of the study centered on whether the skillful leadership of the security leaders in Brigade 21 popular mobilization has a role in avoiding strategic risks? The study acquires its importance by shedding light on two variables of great importance at the level of the researched sample, as well as its academic importance, as the study of those variables (skillful leadership, strategic risks) are urgent necessities at the beginning of the twenty-first century, after the state of uncertainty became the inherent characteristic.

To achieve the objective of the study in the practical aspect of it, the researchers relied on the questionnaire as the main tool of the study by collecting data, which included 19 questions distributed between 13 questions related to skillful leadership, 6 questions related to strategic risks.

The study targeted the Mosul Operations Command, the 21st Brigade of the Popular Mobilization, one of the formations of the Ministry of Interior, a community for the study, and the sample in it amounted to (42) leaders in a deliberate sampling method - brigade commander, brigade commander's assistant, company commander, assistant commandant - with a response rate of (85%).

Analyzed by SPSS statistical software.

The study came out with several conclusions, the most important of which was the existence of a significant and inverse relationship between skillful leadership and strategic risks.

The study recommends the need to follow the approach of skillful leadership in the rest of the security forces, as well as giving way to researchers to intensify research efforts in the above variables and apply them in other security institutions.
