Morocco and France are two Mediterranean countries that have a set of similarities in their constitutional development.
In this article, I tried to compare the exercise of the derived constituent power in both countries, because this power is of great importance in amending the constitution, and it knew substantial changes in the Moroccan constitutional amendment of 2011.
After applying an analytical descriptive and comparative methodology, the study reached that the exercise of derived constituent power, in the two states, is different with regard to the referendum procedure of the revision of the constitution and the limits of the constitutional amendment, whereas for the exceptional procedure it is almost identical.
The study concludes that the derived constituent power, in Morocco, must be exercised in a more balanced way and that the role of the Moroccan constitutional court, concerning the control of the constitutional amendment procedures, should be clearer.

Le Maroc et la France sont deux Etats méditerranéens qui présentent un ensemble de ressemblances dans leur évolution constitutionnelle.
Dans cet article, j'ai essayé de comparer l'exercice du pouvoir constituant dérivé dans les deux Etats, car ce pouvoir revêt une grande importance dans l'amendement de la constitution, et il a connu des changements substantiels dans la révision constitutionnelle marocaine de 2011.
Après avoir appliqué une démarche comparative et analytico-descriptive, l'étude a conclu que l'exercice du pouvoir constituant dérivé, dans les deux États, est différent en ce qui concerne la procédure référendaire de la révision de la constitution ainsi que les limites à cette révision, alors que pour la procédure exceptionnelle, il est presque identique.
L'étude conclut que le pouvoir constituant dérivé, au Maroc, doit être exercé de manière plus équilibrée et que le rôle de la cour constitutionnelle marocaine, concernant le contrôle des procédures d'amendement constitutionnel, devrait être plus clair.
