The crime of theft is one of the oldest human crimes that confronted the politically, economically and socially tense and raging societies, and Andalusia is one of those societies, which was not without political chaos and the accompanying economic deterioration.

And its continuation, especially since some thieves in Andalusia targeted those governments that they see as depriving them of their rights, and the continuation and aggravation of this crime as long as the rule of the successive authorities was not at the level that meets the needs and aspirations of their peoples
