Abstract EN

[ The Civil Defense Service is one of the important services due to its relevant to protecting lives and properties from fires and other emergency situations to where urban areas are exposed.

Therefore, we must respond and intervene as soon as possible to reach the sites of fire accidents.

This study sheds light on applying the site of allocation model in a Geographic Information System technology based on the P-Median model to determine the residential areas served by civil defense centers in the city of Hail according to the response time specified in four minutes, according to the global and local stan dard for response time to fires.

Then, identifying the residential areas that are not covered within four minutes as a response time for the arrival of civil defense vehicles to the site of the fire.

The results indicate that 22.7% of the residential areas in the city of Hail are included by the response time range of four minutes.

This means that 77.3% of the residential areas are not served within the specified response time range of four minutes.

Therefore, new civil defense centers were proposed to remedy situation, as five civil defense centers were added, covering 40.2% of the total number of residential areas, and to achieve the total coverage, many centers have been established to exceed the five pro posed centers.

The study recommended working on good city planning and redistributing some civil defense centers to serve a larger number of residential areas.
