Abstract EN

The study aims to identify developments in the decentralization system in constitutional and legal legislation after 2003.

And identify the most important reasons that led to the failure of the administration of the authorities and the transfer of powers.

To identify the problems and obstacles that accompanied the approval of the transition towards decentralization in Iraq, and to identify the results of the application of the decentralization system to social work institutions.

To achieve the objectives of the study, the researcher followed the descriptive analytical approach by applying a questionnaire to a sample of 250 directors, general managers, and head of the department, and focusing the distribution of the questionnaire in (the Ministry of Labor and Social Affairs in its departments, body, sections, and both sides of Al-Karkh and Rusafa) in the city of Baghdad, and by following the social survey approach in the sample method, as well as the use of data collection tools, namely the questionnaire, observation, and interview.
