The desire to unify the special solutions to maritime collision disputes and its provisions is according to the features that distinguish this incident from others, Despite of the difference of the legal treatment of it, most countries directed to ratify Brussels tow convention of (1910-1952), but the conflict remains with the ships of countries that do not have its own legislation , "Maritime low" as well as the ships of countries that did not join it, Owing to the significance of this event, and its direct impact on international maritime trade and the jurists disagreement regarding its provisions.
