The study deals with civil society, which has acquired great attention after the failure of the state and market mechanisms, through a critical view of on the concept, the general context of its rise and wide attention to it betting on its political function in decreasing the state's domination, consolidating democracy and increasing participation.

it also sheds light on its relationship with political parties, as well as its function in the process of development and poverty alleviation, on supporting the social system, spreading values of tolerance, coexistence, rejection of violence in addition to guaranteeing rights.

the study concluded that the stakes on the civil society and its efficiency depends on its structure, and on the level of political, economic and cultural development of the society that differs from one society to another.
