This study aims to shed light on the crime of incitement that falls in the section of crimes and misdemeanors against public security, using electronic means identified by the Moroccan legislator in Chapter 299-1 of the Moroccan Criminal Code, which took different dimensions in light of the Corona pandemic, especially before the issuance of Decree 2.20.

Let's conclude with two suggestions.

The first is to amend some chapters of the criminal law to include such emergency conditions, and the second is the need to secure the virtual environment by enacting a law to legalize the use of social media and open broadcast networks.
