تحددت ملامح التنظيم الإداري للحكومة المركزية للإمبراطورية البيزنطية المبكرة في القرن الرابع الميلادي، خاصة بعد إصلاحات دقلديانوس Diocletian (305-284 م) و قسطنطين الأول 1 Constantinus : إذ شهدت المناصب الإدارية الرئيسة و ألقابها و اختصاصاتها الإدارية تطورا كبيرا، فقد اختفت من ناحية بعض المسميات الوظيفية، و انتقلت من ناحية أخرى اختصاصات بعض الدواوين إلى مسميات وظيفية جديدة.
و كان منصب ديوان رئيس الدواوين من بين المناصب الإدارية الجديدة التي أنشئت خلال تلك الفترة بهدف تجميع مجموعة من الدواوين المتباينة و تنظيمها تحت قيادة مسؤول كبير واحد، يكون مسؤولا أمام الإمبراطور.
و سوف يحاول الباحث أن يعرض في دراسته لنشأة ديوان رئيس الدواوين و تطوره و معايير تولي المنصب، و المناصب التي كان يطمح رئيس الدواوين إلى الترقي فيها.
كما يعرض الباحث لسلطات رئيس الدواوين الذي هيمن على الكثير من دواوين إدارة الإمبراطورية في العصر البيزنطي المبكر، سواء تلك التي تتعلق بالإشراف على دواوين القصر الإمبراطوري، أو تلك التي تتعلق بالإشراف على الدواوين الخاصة بإدارة الإمبراطورية.
كما يتناول الباحث ديوان رئيس الدواوين الخاص الذي كان يضم مجموعة من الموظفين من الكتبة والسكرتارية و غيرهم من المسؤولين الذين ساعدوه في الإشراف على مختلف الدواوين التي كانت تحت سيطرته، و في أداء بعض الواجبات العامة ومكانة رئيس الدواوين و رتبته بين أعضاء المجلس الإمبراطوري الخاص و غيرهم من كبار المسؤولين في الإمبراطورية، و أهم الألقاب التي حملها كما يعرض الباحث أخيرا لأهم التطورات التاريخية و الإدارية التي أدت إلى فقدان رئيس الدواوين لنفوذه و سلطاته، و أهم المسؤولين الذين حصلوا على سلطاته.
Abstract EN
The Office of the Master of the Offices was one of the new administrative posts established in the early Byzantine Empire, aiming to assembling and organizing a group of different offices under the leadership of one senior official, who is directly related to the Emperor and assisted him in the administration of these offices by a group of officials, who are subject to his administrative and judicial influence.
The researcher attempts to present in his study the emergence of the magister officiorum, and its development during the reign of Constantine I.
Study of the most important conditions that must be met in the holder of the post and positions that aspire to be promoted.
The researcher also presents the authorities of the Magister Officiorum of several early Byzantine administrative offices, especially the supervision of the Officia Palatina and the administrative offices of the Empire.
The researcher also deals with the Office (Offcium) of the Master of the Offices.
This was an office staff of clerks, secretaries, who kept the Master in touch with the various Departments of the Palace and the administration; they also assisted him in performing his general duties.
Finally, the researcher presents the most important historical and administrative developments that led to the loss of the influence of the Magister Officiorum and his powers, and the important officials who received his powers.
