Abstract EN

The current study aimed to reveal the nature of the concept of smart cities in theory and to review initiatives that have emerged from the theorizing to realism.

The study provided an integrated descriptive presentation of some global models that applied the concept of smart cities, as well as models for the application of smart city technologies in the face of the Covid-19 pandemic.

To this end, the study presented a key question: What is the future of Al- Harir City in Kuwait? Or where is Al-Harir City in Kuwait heading in the near future? How can global models of smart cities be used in the launch of Al-Harir City in Kuwait? This study is part of analytical studies of a forward looking nature based on its methodology for analyzing and interpreting its problem on comparative analytical method and scenario formulation, using the descriptive approach.

The study concluded that inaugurating smart cities required smart economy, smart people, smart governance, smart environment, smart living and smart mobility.

It also required government and nongovernment support and a clear strategic vision.

More attention should be paid to research centers and universities in order to encourage innovation about the concept of smart cities.

Finally, it is important to educate citizens and to raise awareness about the importance of the initiative through public lectures in the areas of implementation.
