Abstract EN

This study is designed to introduce an important and novel topic that came to the fore recently i.e., Smart Power and its Impact on International Relations.

Such a concept is quite recent in the field of international relations, and this study will be confined to presenting a conceptual framework for understanding the subject of Smart Power accompanied by some examples that would support comprehension.

Likewise, this study aims to get hold of the tools of smart power and their role in the implementation of foreign policy.

For the purpose of this paper, the descriptive method that employs qualitative analysis was adopted in order to demonstrate the influence of smart power on strengthening international relations and their fields of implementation, highlight the most important tools of smart power, and show the challenges that face this power.

Further, the historical method was adopted to address the historical and political context surrounding the development of smart power.

Then, the two methods were applied to give an account of the effects of the use of smart power.

The study reached many findings, most notably, an agreement of the political elites on the importance of the application of smart power as an appropriate strategic option for achieving the goals of foreign policy.

One of the most important outcomes of the use of smart power by states is a rise of their foreign policies along with an increase in their strategic power; and it is worth noting that the economic tool was one of the most important tools of smart power.

The study came up with the following recommendations and propositions: Expanding the powers of the Council of Soft Power in the United Arab Emirates beyond the field of soft power to include all the tools of smart power; and establishing an Arab-wide study center focused on developing researches, making strategies, and presenting programs and plans that would help in the advancement of the use of smart power tools giving due attention to the Arab economic, military, cultural, academic, human, and intellectual assets and capabilities and their implementation based on smart and calculated scientific principles in accordance with a clear-cut Arab strategy to confront the hostile strategies that are trying to control the Arab capabilities.
