Arabic Abstract

هدفت هذه الدراسة إلى بيان أثر حجم رواتب التقاعد المبكر على الأداء التشغيلي للمؤسسة العامة للضمان الاجتماعي في الأردن من الفترة الشهرية الممتدة" من (2015-2020)، ولتحقيق هدف الدراسة تم الاعتماد على المنهج الوصفي والمنهج الاستدلالي، وتكون مجتمع الدراسة من جميع المتقاعدين أصحاب الرواتب المبكرة والمشتركين في مؤسسة الضمان الاجتماعي الأردني، ولاختيار عينة الدراسة تم اختيار كافة المتقاعدين المبكر ومساهمة المشتركين في مؤسسة الضمان الاجتماعي الأردني (مسح شامل)، وتم الاعتماد على التقارير المالية لمؤسسة الضمان الاجتماعي الأردني التي تم الإفصاح عنها كأداة للدراسة حيث أن هذه التقارير تم إعدادها وتدقيقها حسب الأصول وستغطي البيانات الفترة ما بين (1/1/2015-31/12/2020)، واظهرت نتائج الفرضية الأولى وجود أثر عكسي لحجم الرواتب التقاعدية المبكرة على الأداء التشغيلي مقاسا (بالفائض التأميني) للمؤسسة العامة للضمان الاجتماعي في الأردن ، كما أظهرت نتائج الفرضية الثانية وجود أثر عكسي لحجم الرواتب التقاعدية المبكرة على الأداء التشغيلي مقاسا (بالسيولة) للمؤسسة العامة للضمان الاجتماعي في الأردن، واوصت قيام المؤسسة العامة للضمان الاجتماعي بالاستفادة من نتائج هذه الدراسة مستقبلا في حال أجراء تعديلات قانونية على العوامل التي تؤثر في استحقاق واحتساب رواتب التقاعد المبكر استنادا لقانون (1) 2014 حيث ان هذه الدراسة بينت أثر حجم رواتب التقاعد المبكر على الأداء التشغيلي للمؤسسة، كما واوصت الدراسة بإجراء- المزيد من الدراسات والاعتماد على الدراسات الإكتوارية في المؤسسة العامة للضمان الاجتماعي والعمل على إعادة النظر بالتقاعد المبكر للحفاظ على ديمومة النظام التأميني وإعطاء أهمية لنتائج هذه الدراسة ودراسة المتغيرات التي تؤثر بشكل سلبي على الاقتصاد الوطني والمركز المالي للضمان الاجتماعي.

English Abstract

This study aimed to show the impact of the size of early retirement salaries on the operational performance of the public institution for social security in Jordan.

(2015-2020), and to select the study sample, all early retirees and participants in the Jordanian social security corporation were subjected (a comprehensive survey), and the financial reports of the Jordan social security corporation that were disclosed were relied on as a tool for the study, as these reports were duly prepared and audited and will cover the data the period between (1/1/2015-31/12/2020), and the results of the first hypothesis showed an adverse effect of the size of early retirement salaries on the operational performance as measured by (insurance surplus) for the social security corporation in Jordan, as the results of the second hypothesis showed.

an inverse effect of the size of early retirement salaries on the operational performance as measured by (liquidity) of the public institution for social security in Jordan, and it recommended that the public institution for social security social security is to benefit from the results of this study in the future in the event that legal amendments are made to the factors that affect the entitlement and calculation of early retirement salaries based on law (1) 2014.

to work on reconsidering early retirement based on actuarial studies in order to maintain the sustainability of the insurance system, as it constitutes a dangerous phenomenon in society and has negative effects on the national economy and the financial position of social security.
