Abstract EN

The study deals with the attitudes of academics and media experts towards the controls of the Supreme Council of the Egyptian Media Organization in order to identify the attitudes of the respondents regarding the organizational and penal decisions and the sanctions and measures issued since the establishment of the Council in April 2017 until 2019, and to try to answer the extent to which the Council was able to perform its functions under a media model Public service and conflict of competencies with some state institutions and journalists and media associations.

The importance of the study is as an evaluation of the first experience of the establishment of the Supreme Council for Media Regulation in Egypt after the abolition of the Ministry of Information, using the descriptive and qualitative approach in field application on a sample of 60 respondents, half of them experts in the governmental and private sector and others of the media professors in Egyptian universities, All the decisions and the rules and the regulations are applied to 30 of the same sample using semi structured interviews, which include five axes.

The study reaches a number of results, the most important of which are: The absence of statistically significant differences between the research sample of academics and experts in the direction of decisions, there are statistically significant differences between academics and experts towards the sanctions list for the sample of academics, and the researcher developed a proposed model to control the media scene.
