Abstract EN

The legislative and executive authorities undertake great tasks, the most important of which is the formulation of the general policies of the state.

Undoubtedly, the formulation and implementation of the security policy is one of the most important and dangerous of these tasks, as mentioned above, it affects the general movement of society in all directions.

Therefore, the responsibility for drawing up and implementing security policies in Iraq expands to include all components of those authorities, but the matter goes beyond civil society organizations and the media.

Therefore, delving into defining the roles and tasks for formulating these policies, it is necessary to define the tasks and roles of each of these parties in the security field in general and in the field of formulating security policy in particular.

In addition, these authorities, despite the roles assigned to them, whether under the constitution or the laws in force, are governed by limitations that those in charge of them must not exceed.

Rather, the legislative authority, by its constitutional duties, is considered the watchdog over the rest of the authorities and its components in implementing these policies in a manner that ensures that what is stated in the constitution includes aspects related to the separation of powers and the determination of their duties.
