This study aims to reveal the characteristics of the parallel exchange market as one of the results of the changes and developments that Algeria experienced during the period of structural adjustment, trying to reveal the strategies applied by the actors at its level.

the research was conducted using the interview technique that was conducted with a sample of individuals at the level of the parallel market in port said, using the qualitative approach.

the study concluded that the parallel exchange market is one of the structured and organized organizations that does not stop at the law of supply and demand, which is considered among the reasons for its establishment and survival, as it stands between the social and cultural determinants and the economic reality.
