We aim through this research paper to highlight the mechanisms adopted by the public authorities in order to activate the new economic role of local communities, especially the guardianship authority, since 2016, which allowed them to advance the capabilities of local communities in the field of local development, where legislative texts devoted a set of procedures starting from the conception and preparation of a policy effective localization and eventually to its implementation with the prospect of ways to develop it similar to what is practiced in most countries of the world while avoiding any opposition to the principle of unity and consistency of the administrative organization of the state.
