This study aims to try to highlight the appropriate method through which investment in the category of the younger generations can be used to make elites in the Arab and Islamic world, through three stages: then comes the stage of empowerment, by enabling them to assume various positions and responsibilities in their countries, and finally comes the stage of incubating their intellectual and creative projects in their fields of work in their various specializations, whether at the level of decision-makers or at the level of their social environment.
