Poor access to finance and financial services is one of the most important reasons that are always referred to as a major obstacle to the lack of development of the small and medium enterprises sector according to the vision of the entrepreneurs themselves, as despite the allocation of financial resources to these institutions that sometimes reach large levels, these institutions remain unable to access to and benefit from those resources, which limits their activity or pushes them to extinction.

in this context, this paper attempts to review Algeria's strategy in supporting and financing small and medium enterprises and highlighting their problems and financing obstacles in the absence of a clear financial system that keeps pace with the quantitative and qualitative development of this type of enterprise.

this study also concluded that the rate of increase in the number of small and medium enterprises is limited, due to the relative scarcity of private resources that help them cover their exploitative and expansionary needs.

the study also recommended the creation of an institutional system that responds to all the radical changes imposed by financial and economic transactions.
