with the increase in the crime rate and the exploitation of the international environment characterized by flexibility by criminal organizations to expand the scope of their criminal operations across borders, it was necessary to think and search for mechanisms and means in order to recover the state’s revenues from corruption crimes, an international agreement to combat corruption was adopted, as well as the state’s recovery of its funds, represented in the united nations general assembly signed on October 31, 2003.

it issued provisions regarding combating the phenomenon of corruption and ways to recover the proceeds from it, and for this it was necessary to devote the principle of international cooperation through the reservation and confiscation of these funds and mutual judicial assistance in order to ensure the state's recovery of its revenues, as articles 54 and 55 specify the necessary procedures for confiscating the proceeds of corruption.
