Abstract EN

The aim of this research is to introduce the laws, instructions, and legislations of Iraqi libraries, to diagnose the amendments that have occurred to the laws according to articles and paragraphs, and to identify the materials that the law does not refer to in relation to electronic services and the protection of the target community and its administrative and organizational structure.

The study adopted four research methods represented by the documentary method in the theoretical aspect of the research.

The second approach is the descriptive survey method by carrying out a comprehensive survey of the laws, instructions, and office legislation in Ira.

The third is the descriptive approach which is a case study in the application of laws and legislation in the Iraqi libraries, and the fourth approach is the interview tool with some prominent Iraqi librarians and officials.

The study findings indicated that there is a statute of limitations in all legislations and laws that have been enacted because of the developments that have taken place in all areas of life, the most important of which are the technological development in the field of communications and computers, and the information development in the transfer of information and its delivery to the users.

In addition, the need for the Iraqi libraries (public, university and school) to change their legislation in line with the developments taking place to keep pace with the current era of information and communication technology.
