This research deals with the study of the impact of the collapse of the bipolar international system that was led by the United States and the Soviet Union with the fall of the latter, and the emergence of a new international order.

Through it, an unparalleled control in all parts of the world, and is based on the formulation of the concept of collective security in a way that works to protect its interests and the interests of its allies under justifications that use human rights and democracy.

In this research, we try to answer the following questions : Is the United Nations a tool to serve the interests of the major powers by giving international legitimacy to the right to intervene? Does humanitarian intervention carry with it a model for the hegemony of the United States of America over the rest of the units of the international system to serve its interests? On this basis, the research was divided into two demands, the first one dealing with the determinants of American intervention, and the second requirement dealing with the general trends of American foreign policy and the new world order.

Where the study showed that international humanitarian intervention was linked to the agenda and interests of major countries in a way that may exceed the limits of international law, for political considerations outside the frameworks of international law, and that its application was duplication in some cases and in violation of the customary rules and regulations that govern it, and as a result of the complexity of the goals and interests of some countries, especially the United States Attempts to employ intervention to serve its policies expanded, and here the United States of America began to exploit humanitarian intervention in a politicized and selective manner, which requires a review of previous mechanisms to control humanitarian intervention, provided that this is accompanied by efforts to reform the United Nations and restore its role in maintaining international peace and security.
