Abstract EN

The study of public administration is considered one of the most important studies in administrative and political sciences as the public administration is the hand of states in implementing their economic, social and even political programs and policies.

the public administration in Yemen suffers from many legislative, supervisory and behavioral imbalances, which led to weakening its development role.

the aim of this research to understand the ecology of the Yemeni administration in terms of its functional and temporal development.

also to study the reforms of public administration’s association with other political, economic and administrative.

In other hand, the study aims also to understand the most important imbalances in the Yemeni administrative apparatus and stages of reform, career development, the role of international organizations in reform and administrative development in the republic of Yemen.

this research use descriptive and analytical approach in studying this phenomenon and its relationship with other phenomena, and we reached many results, the most important one is the great weakness and imbalances in the state’s administrative apparatus as a result of political conflicts, the spread of administrative and financial corruption, and the primacy of the private good over the public good.

the research recommends to inculcate the concept of loyalty and citizenship among Yemeni decision-makers and to adopt new concepts in managing public affairs, including governance, transparences and the intervention of the international community to help the Yemeni administrative get out of its ordeal.
