Abstract EN

Since beginning of the nineteenth century, Cairo has witnessed various urban changes into composition and structure.

the governmental and administrative centre was affected by these changes over successive periods of time, until it reached its current formation, where these uses suffering from several difficulties, the most important of which was the poorness of distribution and centralization at certain areas away of others, which leads to urban and functional complications.

the government made a lot of efforts, such like preparing a strategic plan for the greater Cairo region in 2008, which included a priority to re-locate ministries and political headquarters from the heart of the capital to exterior borders of the current urban bloc, to achieve decentralization in the heart of the capital, and creating a new urban nucleus.

that’s created the need to dig deeper research to study the administrative uses and classifying them into a group of patterns, then studying the policies and mechanisms for dealing with each of them.

therefore, this research exploring different definitions of administrative uses, as well as explanations behind the distribution of administrative land uses in metropolitan cities, through a theoretical study of the factors that affect the allocation of administrative land uses in metropolitan cities, and the influences, relationships, and interconnections between administrative and other land uses.

following that, an analysis was conducted for similar international practices, to develop policies and mechanisms to address these patterns.

so, it was necessary to have a methodology to synthesize and analyse these patterns, taking into consideration policies applied globally, to face relative challenges.

then, applying on the greater Cairo region, by monitoring effects of current administrative uses, and analysing previously policies.

eventually, tailoring policies to meet challenges of administrative uses in greater Cairo region.

the research concluded with classifying patterns of administrative land uses and policies for dealing with them.

thus, this research could be considered as a tool to support urban planners in minimizing negative impacts resulting from centralization of administrative land uses.
