Arabic Abstract

هدفت الدراسة التعرف على واقع الوقف في تمويل التعليم بسلطنة عمان وتحدياته، واعتمدت الدراسة على المنهج الوصفي التحليلي، واسلوب تحليل المضمون، وبعد تحليل البيانات والمعلومات، كشفت الدراسة عن جملة من النتائج، كان أبرزها: أن واقع الوقف يعتبر من الموارد الخيرية التي تزيد المجتمع ترابطا وتماسكا، كما أوضحت عدم انحصاره على مورد واحد، بل تتعدد موارده، وبالتالي لا يكون المال الموقوف محصورا على أفراد، بل المؤسسات الخيرية تستفيد من ريع الوقوفات، كما أثبت الدراسة أن العمانيين ماض وحاضرا لهم اهتمام بالغ في الأوقاف بشتى أنواعه وصوره، كما أن هناك مجموعة من الصناديق الوقفية التي تستخدم في تمويل التعليم ومنها وقف قبيلة اللواتي على سبيل المثال، واستعرضت النتائج التحديات التي تواجه الوقف بشكل عام والوقف التعليمي بشكل خاص، فالتحديات التي تواجه الوقف بشكل عام تمثلت في قلة معرفة المجتمع بالوقف وأهميته ودوره في خدمة المجتمع، وكذلك إدبار الموسرين عن تخصيص جزء من أملاكهم كوقف خيري يخدم مرافق المجتمع المختلفة، أما التحديات التي تواجه الوقف التعليمي هو تعدد المجالات التعليمية المختلفة، والإنفاق على التعليم يعد من أكبر أنواع الإنفاق التي تتحمله الدول.

وتوصي الدراسة بتبني إستراتيجية وطنية من قبل حكومة سلطنة عمان حول استغلال الوقف في تمويل الطلبة المعسرين للالتحاق بالتعليم العالي لمختلف التخصصات.

English Abstract

The study aimed to identify the reality of the endowment in financing education in the Sultanate of Oman and its challenges, and the study relied on the descriptive analytical approach, and the method of content analysis, and after analyzing data and information, the study revealed a number of results, the most prominent of which were: The reality of the endowment is one of the charitable resources that increase society interdependence It also clarified that it is not confined to a single resource, but rather its resources are multiple, and therefore the endowed money is not limited to individuals, but charitable institutions benefit from the proceeds of the endowments.

A group of endowment funds that are used to finance education, including the Waqf of the Al-Lawati tribe, for example, and the results were reviewed The challenges facing the endowment in general and the educational endowment in particular, the challenges facing the endowment in general were represented in the community’s lack of knowledge of the endowment and its importance and role in serving the community, as well as the affluent’s decision to allocate part of their property as a charitable endowment that serves the various facilities of the community, and the challenges facing the educational endowment It is the multiplicity of different educational fields, and spending on education is one of the largest types of spending that countries bear,The study recommends the adoption of a national strategy by the Government of the Sultanate of Oman on the use of the endowment to finance insolvent students to enroll in higher education for various disciplines.
