a preliminary look to form an opinion for the court) without requiring the matter to form a judicial doctrine, and it issues its ruling either by suspending Execution or not stopping it because there is no justification for it, and from here we must know the nature of the system of stopping the implementation of administrative decisions and the procedures of administrative urgency.
