Arabic Abstract

تعرضت الرسالة للحديث عن الفقراء والمساكين في ضوء القرآن الكريم، حيث جاءت هذه الدراسة لتبحث في الفصل الأول منها عن معنى الفقراء والمساكين لغة واصطلاحا، والفرق بين الفقراء والمساكين من وجهة نظر المفسرين والفقهاء واللغويين، ثم الفرق بينهم من وجهة نظر الباحث من حيث التعريف والصفة وما يترتب على ذلك من حقوق، وذلك كله من خلال الدراسة الموضوعية للآيات القرآنية ذات الصلة، تناقش الدراسة في الفصل الثاني ظاهرة الفقر المادي على مستوى الأفراد والجماعات من حيث أنواع الفقر، وأسباب الظاهرة والعوامل المساعدة على استمرارها.

ومدى أثرها على المجتمعات عامة والفلسطيني خاصة، ثم مناقشة الوسائل القرآنية لعلاج تلك.

المشكلة على المستوى الفردي ومنها الحث والترغيب على الإنفاق والإحسان للفقراء والمساكين مع بيان الآداب العامة في ذلك، إضافة إلى بيان أهمية الزكاة في إنقاذ الفقراء والمساكين وغيرهم من الغرق في ظلمات الفقر وسوئه، وأيضا الوسائل القرآنية لعلاج الفقر المادي على المستوى المجتمعي، ودور الدولة في الحد من الظاهرة، وتطرقت الدراسة لسبب فشل الحلول البشرية ذات القوانين الوضعية في علاجها، وأخيرا الخاتمة وفيها أهم النتائج والتوصيات التي توصل إليها الباحث.

English Abstract

The first chapter of this study examines the meaning of the poor and needy, linguistically and terminologically, and the difference between the poor and the needy from the point of view of the interpreters, jurists and linguists, then the difference between them from the point of view of the researcher in terms of definition and description and in terms of the ensuing rights.

This was conducted through the objective study of the relevant Quranic verses.

The study also discusses, in the second chapter, the phenomenon of material poverty at the level of individuals and groups in terms of the types of poverty, the causes of the phenomenon and the factors that contribute to its continuation, and the extent of its impact on societies in general and the Palestinian in particular.

Then the study discussed the Quranic methods of treating this problem at the individual level, including urging and encouragement to provide charity to the poor and needy.

In addition the study explains the importance of Zakat in saving the poor and needy and others from drowning in the darkness of poverty and its evil, as well as the Quranic means to treat material poverty at the societal level, and the role of the state in limiting the phenomenon.

The study also touched on the reason of failure of human solutions in positive laws in treating this problem.

Finally, the conclusion contained the most important findings and recommendations of the study.
