The Umayyads worked in order to gain control of the reins of rule and establish their state, to create an intellectual system that works to consolidate the concept of the divine mandate to rule in the imagination of the people of the Levant in particular and the rest of the Islamic world in general, and made them believe that the Umayyad rulers rule by the command of God Almighty and that God is the one who authorized them To manage the affairs of Muslims, and this is what Muawiya bin Abi Sufyan worked on in order to create legitimacy for him in ruling in order to support it, because he knows the knowledge of certainty of his incompetence and legitimacy for the rule of the Arab Islamic state, so he resorted to such kind of practices in order to complete the aspects of the intellectual establishment of the state Umayyads, and all the Umayyad rulers who took power after Muawiyah followed the same path that Muawiyah established, as long as they were guaranteed to remain in power.
