Abstract AR
يعتبـر هـروب رؤوس الأموال الى الخـارج مـن اهـم المشكلات التي تواجـه الـدول النامية التي تفتقر الى الموارد المالية اللازمـة لتعزيـز النمـو و التنمية الاقتصادية، في حين تعـاني تلـك الـدول مـن ارتفـاع مـؤشـرات المديونية الخارجيـة و مـعـدلات البطالة وانخفاض معدلات الدخل و الناتج المحلي نتيجـة انخفاض معدلات الاستثمار ويعـاني الـعـراق مـن ازمات ماليـة و اقتصادية تكـاد تـؤدي الى عـدم قـدرة الحكومة الاتحاديـة بالـوفـاء بالتزاماتها الداخلية و الخارجيـة علـى حـد سـواء بسبب نقـص رؤوس الأموال و بـذات الوقـت يـشـهـد العــراق تدفقات رأسمالية كبيرة الحجـم الـى الخـارج بسبب الفسـاد و الأوضـاع الأمنيـة غير المستقرة و السياسـات الاقتصادية الخاطئة للحكومات المتعاقبـة بـعـد عـام 2003 .
يحـاول الباحثـان قـيـاس حجـم ظـاهـرة هـروب رأس المال في العــراق بطريقتي البنـك الـدولي ومورغـان للمـدة 2007 - 2019 وكانت النتائج ان هـروب راس المـال مـن العراق فاقت 216 مليار دولار امريكي و بمعدل سنوي يفوق 15 مليار دولار للمدة المذكورة آنفا.
Abstract EN
The flight of capital abroad is one of the most important problems facing developing countries that lack the financial resources necessary to promote growth and economic development, while those countries suffer from high indicators of external debt, unemployment rates, low rates of income and domestic product as a result of low investment rates and, Iraq suffers from financial and economic crises that almost lead to the inability of the federal government to fulfill its obligations both internally and externally due to lack of capital.

The two researchers are trying to measure the size of the phenomenon of capital flight in Iraq by the methods of the World Bank and Morgan for the period 2007 - 2019 and the results were that the flight of capital from Iraq exceeded 216 billion US dollars and an annual rate of more than 16 billion dollars for the aforementioned period.
