The theory of public funds is one of the basic legal theories in public law, specifically administrative law, and it is one of the theories most influenced by the economic and political ideas that prevail in different systems.

as for the socialist oriented systems, they try not to distinguish between state property and subject it to a single legal system.

in this research, we try to determine .the approach taken by the Iraqi legislator regarding state funds.
