Abstract EN

The concept of inclusiveness is regarded as one of the most important virtues that contribute to the enhancement of the good governance principles, especially when the individual or group feels the equality in obtaining their rights in the institutions that believe in law author- ity and enforcement that they do not discriminate or exclude any of the society members or groups.

Therefore, the implementation of the concept of inclusiveness is considered a signifi cant indicator that involves under its grand title various small indicators, which overall gives and elaborates the significance of that principle to the public as an indicator of the quality of administration, accountability, partnership, transparency, and the provided services.

By con sidering these indicators, the success as well as the failure of institutions in doing their tasks or reaching their targets can be understood.

It is significantly important to mention that what applies to the governmental institutions also applies to the academic institutions^.

In order to fully comprehend the meaning of this research title, the question below should be understood: Why did the academic institutions fail to implement the inclusiveness in its administration and remained limitedly effective in its milieu? The question above leads to a group of sub questions that contributes to reforming the issue: What is the nature of the general problems that the society sutlers from? How do these prob- lems reflect on the academic institutions? How are the public policies drawn on the university scale? Are they democratic and partici patory as they are supposed to be? If they are not.

then do they contradict with the concept of governance? How much does the collaboration that is conducted among civil society, private sector, and non official powers contribute to easing the crisis of governance? The hypothesis which says that the crises that the Arab states sutlers from has been an obstacle for good governance in universities, is the one that can be studied by using the descriptive approach as well as the comparative approach according to the available evidence and data, especially that the study subject will be concentrated on describing the cases and considering the comparative method to clarify the strength and weakness points in order to find out the failure reasons that impeded the approach to practical solutions to implement the concept of inclusiveness in the academic institutions in the Arab states.
